protection sphere.
An "Environment
Protection" Program is a component part of
the Social and Economic Kyiv Development Program
up to 2010. The Program established in 1998
financing arrangements of environment protection
by total value 116,872 million hryvni.
Accordingly to basic indices of
the Social, Economic and Cultural Development in
1998 Program, the municipal budget financed the
environment protection arrangements by sum 6,892
million hryvni, that 2,692 million hryvni more
then in 1997. The Kyiv municipal environment
protection fund financed arrangements by a sum
2,170 million hryvni, that 1,611 million hryvni
more then in 1997. The State budget does not
finance these arrangements in 1998.
The State Program envisages 29
arrangements aimed to ration using natural
resources for 1998. From them 9 units were
financed. Financing is implemented in the main
at the expense of municipal budget and Natural
Environment Protection Fund.
Insufficient financing is
conditioned, chiefly, by difficult economic
state in the country and by that the part
"Natural environment protection and nuclear
safety" of 1998 municipal budget is not
formed.
The Ukraine Law "About
natural environment protection" (article
46) defined, that one of the economic natural
environment mechanism is collecting natural
resources use payments and directing them to
natural protection arrangements. But as a matter
of fact these payments get the municipal
budget.
During 1998 there are 53,664
million hryvni of these payments for special
using of natural resources that get municipal
budget, in spite of a project of municipal
budget supposes financing of nature protection
arrangements only at the expense of these
payments. Whereas expenses on the natural
environment protection, marked in the expense
budget part is 3 million 420 thousand hryvni.
