The solve of ecological and
economic problems of our town development
depends on a connection between state
arrangements and creative initiative of working
collective, as well as on a principled
environment protection position of the local
authority organizations, enterprises leaders,
public organizations, state supervisory organs,
finally, each habitant.
The new management principles
condition a necessity of new approaches to
solving of ecological urban problems. The
peculiarities of market mechanism influence on
nature use are increase of payment principle for
natural resources using and pollution’s,
decrease of central investing contribution,
creation of possibilities for nature protection
crediting and insurance etc.
In conditions of economic
crisis this influence of market factors on
resource potential is very contradictory and has
as negative disposition so positive one. To our
opinion, in such a situation it is expedient to
employ the levers of administrative adjustment,
supplementing by market arrangements of economic
stimulation of rational use and protection of
natural resources. A base for such a system is a
payment complex for natural resources and losses
that were damaged natural environment by any
unit.
Making more ecology of public
production is of great importance. It considers
as arrangements system of economic, legal,
organizational and technological disposition,
aimed to nature protective properties of
economic processes, with wide application of
straight and mediated methods of ecological
adjustment.
Increase of ecological and
economic unbalance takes place because of low
level of ecological consciousness, too. At the
same timed, according to common survival and
humanism principles, the namely ecological
imperatives compose a background for new public
relates and gradual structural transformation of
economy, determining the rates and proportions
of economic development.
Finally, there is an objective
necessity to develop a conception and program of
ecological revival and steady development of
Kyiv, where it is necessary to coordinate
social, ecological and economic interests of the
town. A long-term conception is ought to be
aimed to getting qualitative parameters of
natural sphere of Kyiv population vital
functions. The main task on nearest perspective
is the environment destruction stopping and its
gradual improvement hereafter.
The ecological situation Kyiv
is difficult, but quite under the control and on
the whole can be characterized as stable. For
systematic solving of ecological problems, the
Kyiv Municipal Environment Protection Program is
taken for period 1999-2002. It was taken
